Baptist Hospital Comes Into New Braunfels While Christus Santa Rosa Hospital Continues Expansion of Services - March 11, 2010

The announcement by the Baptist Health System that they will build a hospital in New Braunfels by 2012 comes after several years of discussion in the community that another hospital system was needed in New Braunfels, a discussion that hit a crescendo in the weeks leading up to the sale of McKenna Memorial Hospital to the Christus Santa Rosa Health System. But those talks died down considerably after Christus began an aggressive program to bring new services to their New Braunfels hospital, investing 10’s of millions of dollars in new equipment and new programs, like a full in-patient dialysis program, and, most recently, the addition of major heart and vascular services, including the first open heart surgeries ever performed at the New Braunfels hospital. In fact, as we’ve reported here on KGNB, the Christus New Braunfels Heart and Vascular Department, after months of construction on 4 new operating rooms and the addition of a lot of equipment, is expected to open June 1st.

But Baptist Health System President and CEO Graham Reeve tells KGNB that they have their own aggressive plan to build a brand new 85 to 115-million dollar full-service, acute-care hospital, complete with labor and delivery rooms, an ER, surgical wings, cardiovascular care, and some of the Baptist network top-flight programs, like the Baptist Brain and Stroke Network. Baptist Health officials announced yesterday that they had purchased 56-acres of land at the Creekside property, on FM 306 at I-35, on the east side of the interstate in the same area that an explosion of retail growth has been seen over the last few years, with the new Target, Best Buy, JC Penny’s, and Dick’s Sporting Goods stores.

So what do Christus Santa Rosa New Braunfels officials think about a second hospital in New Braunfels? Hospital Administrator Jim Wesson tells KGNB that Christus Santa Rosa will continue their commitment to providing high quality healthcare service for New Braunfels and the surrounding communities. And Wesson says they plan to continue to invest millions of dollars for the expansion of healthcare services and increased access to healthcare at their New Braunfels Hospital. 

County To Award Bid For Automated Low Water Crossing System – Ten Crossings Will Get Upgrades - March 11, 2010

It won’t be long until there are brand new warning signals at some of the county’s most dangerous low water crossings. During today’s Commissioner’s Court meeting, County Engineer Tom Hornseth will ask Commissioners to award a bid to a contractor to install a low water crossing flood control warning system at several of the crossings that are most often underwater during heavy rains. Hornseth says the 731-thousand dollars in funding for the automated system comes primarily from a grant through the state division of emergency management. A total of 10 warning systems will be installed as part of this first round, including the low water crossings on River Road, Smithson Valley Road, Rebbecca Creek Road, Schoenthal Road, Purgatory Road, Cypress Cove Road, and Fawn Lane. The automated flood warning signs will have a large blinking light that will turn on when the crossing is full of water and is considered impassable. And that system will then be connected to an online computer system that the county road department and the public can access to plan their drive through the county. Once the bid is awarded and construction begins, the signs should be up and running in the next 2 to 3 months. City of New Braunfels Finalizes Plans for Monday Workshop on Short Term Rental Rules in Residential Areas - March 11, 2010

A topic that has gotten a lot of attention over the last few weeks will be back in the spotlight this coming Monday, after city officials have finalized plans for a workshop on Short Term Rentals and Special Use Permits in residential areas. That workshop is now set for this coming Monday, the 15th, starting at 4pm, and will include City Council and members of the Planning and Zoning Commission, who will sit down to discuss the many sides that make up this complicated issue dealing with short term rentals of residential property. And while as a general rule, no public comment is taken during workshop meetings with Council, Mayor Bruce Boyer promised during the Council meeting earlier this week that this meeting would indeed be a chance for folks to share their thoughts on the topic. Again, that meeting is set for this coming Monday the 15th, starting at 4pm, in Council Chambers at City Hall. 

Baptist Health System Announces Plans to Build a Full-Service Hospital in New Braunfels by 2012 - March 11, 2010

The Baptist Health System has purchased 56-acres of land in New Braunfels, at the Town Center at Creekside location at I-35 and FM 306, and they announced plans to build a brand new hospital at that location over the next 2 years, in the same area that an explosion of retail growth has been seen over the last few years, with the new Target, Best Buy, JC Penny’s, and Dick’s Sporting Goods stores.

Baptist Health officials say decisions about the size and full scope of the project are still being discussed, but they said they do intend to build a full-service, acute care hospital, complete with Emergency Room, Labor and Delivery rooms, in and outpatient surgery, cardiovascular services, and some of the Baptist network’s top-flight programs, like the Baptist Brain and Stroke Network.

Baptist Health System President and CEO Graham Reeve tells KGNB that they chose their location, not just because of the growth in Comal County, but because they want to become a regional medical care facility for Comal, Hays, and Guadalupe Counties. Comal County alone is expected to almost triple in size by the year 2040, and recent estimates suggest that as much as half the demand for local medical services leaks outside Comal County.

Reeve also tells KGNB that the Baptist Health System plans on investing 85 to 115-million dollars over the next 2 years in order to build the hospital, a huge influx of dollars for the New Braunfels and Comal County economy.

New Braunfels Chamber of Commerce President Michael Meek says this is big news for New Braunfels and Comal County, since it will stop more of those medical dollars from leaking into San Antonio, plus the initial capital investment, and the following influx of jobs for that facility will mean a major increase to the local economy. And Meek says that no financial incentives are being given to the Baptist Health System, despite their large capital investment here.

Again, the design of the hospital is still being decided, and a timeline for construction hasn’t yet been released, but Baptist Health System officials hope to have their new hospital complete and open to the public by 2012. 

BREAKING NEWS: Baptist Health System Purchases Land in New Braunfels for Hospital - March 10, 2010

KGNB News has confirmed that the Baptist Health System has purchased a 56-acre tract of land here in New Braunfels, at the Town Center at Creekside location on FM 306 at I-35, and they plan to build a hospital at that location over the next 2 years. The details about their purchase and the plans for that new hospital system are still coming in, but Baptist Health System officials say it will be a full-service hospital, complete with an ER, labor and delivery rooms, and other acute care facilities. A timeline for breaking ground or construction has not yet been released, but the Baptist Health System says they hope to have the hospital complete and ready to open to the public in 2012. New Braunfels Firefighters Trianing in the Water Ahead of Expected Busy Summer River Season - March 10, 2010

The New Braunfels Fire Department is gearing up for what is expected to be a busy summer tourism season. This week, firefighters and EMS personnel have been in the Comal River at the city tube chute conducting in-the-water training exercises, and crews have been restocking their summertime gear, getting ready for the crowds, which could come as early as this month during Spring Break. New Braunfels Fire Department Battalion Chief Stacey Zercher says with warmer weather and good river flows, the department is reviewing their water rescue procedures, and putting their training to the test. And they are working with local river outfitters ahead of the summer season. Right now the Comal River is running at 370cfs and the Guadalupe River is flowing at about 550cfs…perfect tubing conditions for both rivers. 

NBISD and CISD Candidates Now Know Their Order on the May Local Election Ballot - March 10, 2010

Candidates running for office this May now know where they will appear on the ballot, after drawing were held yesterday morning for the school district elections to determine in which order those candidates will appear on the ballot.

In the Comal ISD, the only contested race is in Dist. 7 between incumbent Bill Swint and challenger Jeffrey Victor, and the ballot will read in that order, with Swint listed first and Victor listed second. The other race, in Dist. 6, had only 1 candidate, incumbent David Spencer, who automatically wins reelection.

In the NBISD: There was also 1 uncontested race, in Dist. 4, where Joe Hassman automatically wins the seat. But the other races are all contested. In Dist. 1, Keith Smith is listed first on the ballot followed by Jay Patrick in the second position. And in the at-large race: There are 2 at-large seats up for grabs, and 6 candidates, each trying to be one of the top 2 vote-getters in the May election, which is all it takes to win one of those 2 seats. And when NBISD voters go to the polls, they’ll see Joe Castilleja’s name listed first, followed by Priscilla Segovia, Rob Johnson, Judy Graves in the 4th position, incumbent Mae Ruth Meyer is listed 5th, and Greg Sofran will be listed last on the ballot.

And don’t forget, there’s also a contested race for New Braunfels City Council this May. The Dist. 2 City Council race features incumbent Mark Goodner against fellow Dist. 2 resident Richard LaRochelle. The order on the ballot for that race will be drawn later today at City Hall. Dist. 1 incumbent Richard Zapata did not draw an opponent, and he automatically wins reelection to his 2nd term in office. 

Local Church Now Debt Free – Now Ready to Start New Braunfels’ First Community Garden Project - March 10, 2010

A local church, with the help of their relatively small congregation, is now debt free, after the mortgage was paid in full near the start of this year. Now, Faith United Church of Christ, which sits at the corner of Loop 337 and Common Street, across from Rudy’s BBQ, will soon become the home of New Braunfels’ first community garden.

Pastor Scott Martin at Faith United tells KGNB that the 24-thousand dollar mortgage of their building on Loop 337 at Common Street came due at the end of January. One longtime member of the congregation offered to pay half, but the church would have to raise the other half from the rest of the congregation. And in a matter of 2 Sunday’s, they not only raised the other half, but in total, raised 30-thousand dollars. Now the church is debt free after paying off their mortgage and putting the remaining money into a building maintenance fund.

Meanwhile, the church is now working with a local organization and members of its congregation to open the first community garden project ever in New Braunfels. A community garden offers up small plots of a large garden to families that want to grow their own vegetables and fruits. A ground-breaking on that community garden project is set for March 20th, and stay tuned to KGNB News for more on that ceremony and the community garden project. 

Both Sides of Comal County Justice Center Issue Plan on Forming Political Action Committees - March 10, 2010

The two opposing sides to the County Justice Center funding argument are now starting up their formal campaigns, trying to win voters to their side, in the hopes of winning the upcoming May 8th Special election that will decide if Commissioner’s Court can move forward with issuing debt to fund the construction of a 36-million dollar Justice Center in the heart of downtown New Braunfels. And both sides say that they have been organizing their efforts, and are getting ready to formally file the right paperwork in order to form PAC’s or Political Action Committees, which allow them to legally raise campaign funds, and then spend those funds on campaign signs, stickers, advertisements, and other marketing materials, all in an effort to win more voters to their side.

Of course, the idea behind the Justice Center comes from County Commissioner’s Court. But the county cannot actively campaign for or against the issue. They can only try to disseminate the facts behind their proposal. But that doesn’t stop private citizens from forming a PAC in support of the Commissioner’s plans. And Comal County Judge Danny Scheel says that while an official Political Action Committee has not yet been formed, he’s heard of a lot of interest to do so. Commissioners Court, and their supporters, argue that the Justice Center project is badly needed, for a variety of reasons ranging from the need to relieve overcrowding inside too few courtrooms at the existing courthouse annex to providing better courthouse security in order to meet standards set out by the Texas Commission on Jail Standards.

On the other side of the issue are those that oppose the Commissioner’s plan. A successful petition effort collected more than 65-hundred signatures, forcing this vote in the first place, and one of the organizers of that petition effort, Ken Valentine, says, they too have not yet filed their formal paperwork, his group is also planning on putting together their own Political Action Committee opposing the Commissioner’s plans for a Justice Center downtown. And Valentine says that while the official PAC isn’t created yet, they have launched a website for voters to learn more about their arguments. That site is http://comalcountyjusticecenterplanb.com

The Justice Center issue, which has been the focus of a lot of attention for months now, promises to become the hot-button political issue of the May election cycle, and as those official Political Action Committees are formed, we’ll have updates for you here on AM 1420 and online at kgnb.am. 

The May Local Election Ballot is Set – One New Candidate Files for NBISD Run - March 9, 2010

Yesterday was the last day to file for a place on the May ballot for races in both local school districts and for two seats on New Braunfels City Council. And the day ended with only one new candidate…and some incumbents deciding not to file for reelection.

Starting with the NBISD: There is now a contested race for the District 1 seat. Last week Jay Patrick filed for that seat, and yesterday, Keith Smith filed just in the nick of time to challenge for that seat, while incumbent, and current board president, Greg Schlather did not file for re-election. Looking at the other races for the NBISD, starting with the District 4 trustee seat that was left vacant when Priscilla Segovia had to vacate that seat after moving out of District 4…and at yesterday’s deadline to file, just one person filed for the District 4 seat, Joe Hassman, but there is no lack of candidates for the 2 at-large seats on the board, starting with incumbent Mae Ruth Meyer, current trustee Priscilla Segovia, former trustee Rob Johnson, Joe Castilleja, Judy Graves, and Greg Sofran, while current At-large trustee and former board president Ed Clark did not file to run for re-election.

In the CISD School board: The District 7 race is contested between challenger Jeffrey Victor against incumbent Bill Swint. And in Dist. 6: Incumbent David Spencer did not draw an opponent. Next up for the May Election is the drawing that will determine the order for the candidates on the ballot. The Comal ISD has their drawing at 9 this morning at their District Support Services Building on the I-35 access road just north of Highway 46, while the NBISD will hold their drawing at 10 this morning at the Education Center on West Mill Street.

As for the 2 seats up for grabs on New Braunfels City Council: Yesterday’s deadline came and went with no new candidates. So Dist. 1 Councilman Richard Zapata, be default, retains his seat on City Council, since he did not draw an opponent. And that makes for 1 contested race for City Council this May, in Dist. 2, between incumbent Mark Goodner and political newcomer Richard LaRochelle. The drawing for how those candidates will appear on the ballot is set for tomorrow morning at 9 at City Hall.
